No. Texas House Bill 2102 makes it illegal for a contractor to waive, absorb or rebate an insurance deductible, and carriers require proof you paid it. Any roofer offering to "cover" your deductible is breaking the law.

How long do I have to file after a storm?

Policies differ. Many give you a year from the date of loss, some less. Get the roof inspected soon after the storm so you have the option.
